The timeliness and proximity of this event happening so close to when Katrina last happened took a toll of the people of Louisiana, finding that there might be another hurricane as devastating if not more than Katrina, and having a state still hurting from the past carnage that Katrina did and finding that Gustav might do the same gave the state a sense of urgency to evacuate.

Better, but this story has more than timeliness and proximity (to New Orleans' anniversary, etc.) going for it. It also has impact and appeals to the emotions (a.k.a. "human interest").
